Instructor Biographies
J. Preston Bowlin
CEO/Instructor
Preston Bowlin is the President of Trinity Training &
Consultants Inc. Preston is the Tactical SWAT Medic Team Leader
and sworn officer for
Ocala Police Dept. and Instructor for Marion County Sheriffs Office
Emergency Management. Preston has been an instructor for 13 years in various
EMS, Fire and Police related courses. He is an active
Paramedic/Engineer on a busy A.L.S. engine for Ocala Fire Rescue.
Currently a Special Operations Member (Haz-Medic, Confined Space,
Trench Rescue and High Angle rescues) and a member of Fla. USAR Task
Force 8. He is also a Paramedic, EMT and Criminal Justice
Instructor at Central Florida Community College - Fla. He has
instructed at the Florida State Fire College instructing basic
recruits and is currently the colleges EMT Coordinator.
Instructor certifications: WMD, HazMat,
Taser, Firearms, Defensive Tactics, Basic Life Support, Tactical
Medicine, Advanced Cardiac Life Support, Pediatric Advanced Life
Support, Pre-hospital Trauma Life Support , Pediatric Education for

David E. Hall Jr., NREMTP
Instructor David Hall is the
President and CEO of
Rescue Training Inc (est. 1992). He is a Registered Paramedic and
paramedic licensed in the states of Georgia and Florida. His history
in Tactical Medicine began as the first "tactical paramedic"
assigned to the Savannah Police Departments SWAT unit,
for seven years. He has over
30 years experience in Emergency Medical Services. As one of the
founders of a Level One Trauma Center based Helicopter/EMS program,
Dave has extensive experience in EMS administration with 16 years
managing and growing the service to become the largest EMS agency in
south Georgia; Prior to that Dave served seven years as a
paramedic-supervisor for a large County Police operated EMS agency.
Instructor
certifications: Flight Paramedic; Tactical Medic Instructor;
Georgia Level II EMS Instructor, He regularly
teaches, speaks, publishes articles and consults on the topic of EMS
operations.

Robert Creager, NREMTP
Kissimmee Police/Fire Department Robert Creager is a
Firefighter/Paramedic with the City of Kissimmee Fire Department.
Serves as a Tactical Medic with the Kissimmee Police Department and
a Paramedic Instructor with the Orlando Medical Institute. A Navy
veteran, Robert served as a Hospital Corpsman with the Fleet Marine
Force. His experience in prehospital medicine extends over 15 years
with both military and civilian EMS.
Instructor
certifications: ACLS, PEPP, PHTLS and other military and civilian
certifications.

Frank Fraunfelter M.D.
E.R. Physician / TTC Medical Director Dr. Fraunfelter completed his Medical school
training at Case Western Reserve University in 1996. He went
on to complete his residency in Emergency Medicine at The Ohio State
University in 2000. He went on to become board certified in
Emergency Medicine in 2001. He has trained and worked at 6
different level one trauma centers over his career. He joined
the Army Reserve in 1997 and has been deployed in support of
Operation Joint Endeavor in 2002 and support of Operation Enduring
Freedom in 2003 and 2005. He has worked extensively in
pre-hospital care starting in medical school. He was
Medical Director of Emergency Medical Services Alliance. He
currently is Medical Director of Ocala
SWAT and Tactical Medics, Dunnellon Fire Rescue, Central Florida
Community College paramedic and EMT program. He is Asst. Medical
Director of Timberidge Emergency Department and is an ER
physician at Munroe Regional Medical Center
He has been on the board of directors of the North
Central Florida Trauma Agency since 2006. He is a member of the National Association
of EMS Physicians, the Florida EMS State Medical Directors and is a
Fellow of the American Academy of Emergency Medicine.

 Kat
Kelley
State Law Enforcement
officer/Instructor
Kat Kelley is currently working in her 27th year as a law
enforcement officer with the State of Florida. An expert
witness in the area of training and use-of force, she is a long-time
accomplished instructor recognized at local, state and national
levels, she is also on the FDLE Defensive Tactics Task Force
charged with creating the new recruit and instructor courses.
Holding a Master’s Degree in Education, with her course work in
psychomotor skill acquisitions, her past accomplishments include
holding the editor position of The Law Enforcement Trainer
magazine, with a distribution of 44 countries, advisory board member
of POLICE magazine, Vice-Chairman of the Executive Board of the
American Society of Law Enforcement Trainers and a law enforcement
Advisory Board Member for FATS (firearms training systems). She
co-designed the column The Trainers’ Safety Net, which was
widely acclaimed through out the US.
Instructor Certifications: Taser, Monadnock
International Baton, and LVNR instructor, and defensive tactics she is additionally known
throughout the United States for her area of expertise in training
and equipping the female officer for survival and gender-specific
areas of communication.

Chris Scaglione Ocala Police Officer/Instructor Chris Scaglione
is currently working in his 17th year as a police officer
with Ocala Police Department. A SWAT officer, he assists in
departmental training development and implementation as well as
writing Use of Force policy. Chris is a long-time accomplished
instructor recognized at local, state and national levels. A
back-up lead instructor at Central Florida Community College
Criminal Justice Academy in Ocala, Florida, he is also a defensive
tactics subject matter expert with FDLE, with an expertise in
writing scenarios for field force, special weapons and tactics
training and in progress shooting responses. Currently he holds the
position of Chairman of the Board for the Florida Public Service
Association through the Florida Department of Education. An
honorably discharged Marine, his past accomplishments include the
Co-Chairman of the Executive Board of the American Society of Law
Enforcement Trainers. His areas of expertise include Taser,
Firearms, Tactical Ground Fighting and SWAT entry and close quarter
tactics.

Lt. Ramon Gonzalez EMT-P, EMT-T
Company Officer/Paramedic Collier County, Fl
Ramon Gonzalez has been a medic since 1995.
Joined the Polk County, FL Sheriffs Office ERT as a Tactical Medic
in 2005. Completed the TEMS program and basic SWAT school. In 2006
Ramon joined the Special OperationsResponse Team (SORT) for Collier
County, FL where he serves as "Company Officer" and accepted the
assignment to re-establish the Tactical Medic program within Collier
County and the CCEMS. He also works for Central Florida Safety
Training.

Rod McGinnis EMT-P, Program Facilitator
Central Florida
Community College
Rod McGinnes has worked as a paramedic for 20
years. He has worked as a transport paramedic on ALS ambulances, as
a critical care paramedic, as a flight paramedic, and as the
"Medical Person In Charge" on an oil rig. He has been teaching
emergency medicine and EMS Defensive Tactics at the college level
since 2002. He is currently program facilitator at Central Florida
Community College. He was awarded that institution's "Outstanding
Faculty Member" award in 2006. In 1998 he was involved in
an altercation with a patient over control of a gun in a crowded emergency
department. He lived to tell the tale and has since dedicated
himself to providing emergency medical personnel with the skills
they need to manage these all too frequent violent encounters.

Mike Alsup, Fire Captain, EMT-P
Ocala Fire Rescue
Michael Alsup started
in the fire service in 1986 and has been employed by the Ocala Fire
Department since April of 1989. He completed paramedic school in
1992 and currently holds the rank of Fire Captain /Paramedic II on
an ALS engine company. From 2001-2003 he was assigned to the
departments training division as an EMS Training Captain. He has
been employed by the Marion County School Board teaching at the
Florida State Fire College since 2001 teaching Firefighter I and
Firefighter II programs as a Live Fire Instructor. Starting in 2009,
he will be working as the Lead Instructor with the new Emergency
Medical Technician course that will be taught at the Florida State
Fire College through Marion County CTAE. He has been an American
Heart Association BLS and ACLS instructor since 2001.He has been
teaching with Trinity Training and Consultants since 2007.
Shane Ferguson, Fire Captain, EMT-P
Ocala Fire Rescue
Shane Ferguson started in the fire service in
1990 and is currently employed by Ocala Fire Rescue . He is a Fire
Captain / Paramedic II in the training division. Shane is an
Instructor at the Florida State Fire College. He is also a state
certified fire inspector, hazardous materials technician and
certified hazardous materials medic. He has been teaching with
Trinity Training and Consultants since 2007.
Instructor Certifications: Fire instructor,
Company officer, CPR Instructor and Live
fire training instructor. 
Gregg Brady, Firefighter/Paramedic
OCONUS
Gregg Brady comes from
FDNY-EMS where he served as a Paramedic for four years. Gregg was
awarded the "Survivor Medal" for duty on September 11, 2001 at
Ground Zero. He is the primary tactical medic
on Kissimmee Police Department Special Weapons and Tactics team. He
is employed at Kissimmee Fire Department as a
Firefighter/Paramedic, his duties included Preceptor/Field Training
Officer and adjunct Health and Safety Officer for his shift. Gregg
is currently OCONUS right now contracted as a
Tactical Medic.
Instructor certifications: Lead Paramedic Instructor, CPR, ACLS,
PHTLS and PALS.

AL Ramirez, Lieutenant
District Commander
Marion County Sheriffs Office
Al Ramirez is a Deputy Sheriff with the Marion
County Sheriff’s Office. He holds the rank of District Commander
(Lieutenant) and is assigned to the Silver Springs District.
Lieutenant Ramirez began his law enforcement
career in 1980 with the Hendry County, Sheriff’s Office in
Clewiston, Florida, where he served as a uniformed deputy sheriff
for four years. In 1985, he joined the Marion County Sheriff’s
Office and was assigned to the Community Police Bureau (Uniformed
Patrol). In 1987, Lieutenant Ramirez was transferred into the newly
created Sheriff’s Tactical Unit, which consisted of four deputies
and a sergeant. This unit was responsible for special investigative
functions, i.e., stakeouts, fugitive apprehensions, traffic stops,
street level drug activity, and robbery investigations. In 1988,
Lieutenant Ramirez transferred to the Detective Bureau and was
assigned to the Property Crimes Unit.
Between 1988 and 1996, Lieutenant Ramirez was
assigned to the Silver Springs Shores District Office as a property
crimes detective. In 1996, he was promoted to the Major Crimes Unit
and was assigned to the Robbery Division. Lieutenant Ramirez held
this position until June 1997, when he was promoted to the position
of Training Director.
Lieutenant Ramirez held the position of
Training Director for four years and in 2001, he was promoted to
Sergeant and transferred back to Patrol. In 2005, he was promoted to
lieutenant and transferred back to the Training Division as the
Training Director. He held this position until 2007, when he was
transferred to the Silver Springs District as the District
Commander.
Additionally Lieutenant Ramirez served on the
Sheriff’s Office SWAT Team for thirteen years with the last five
years as the Sniper Team Leader.
Lieutenant Ramirez holds an Associate in Arts
degree in Criminal Justice from Miami-Dade Community College, Miami,
Florida, a Bachelor of Science degree in Criminology from Florida
State University, in Tallahassee, Florida, and a Master in Education
from National-Louis University in Evanston, Illinois. Lieutenant
Ramirez is also a 2006 graduate of the St. Leo University Command
Officer Management School. He has also attended numerous SWAT and
patrol officers survival courses.
Lieutenant Ramirez is an adjunct instructor at
Central Florida Community College’s Criminal Justice Institute,
where he teaches in the area of High Liability. Additionally,
Lieutenant Ramirez is a subject matter expert in firearms training
with the Criminal Justice Standards and Training Commission,
Tallahassee, Florida.

Lisa Gray, Firefighter/Paramedic
Battalion Chief of Training
Ocala Fire Rescue
Lisa has been
with Ocala Fire Rescue since 1989. She has worked her way
through the ranks starting as a Firefighter/EMT, to an assigned
Paramedic on rescue, to a Fire Equipment Operator, Training
Captain, and now as the Battalion Chief of Training. She also
has worked as an instructor at the Florida State Fire College
since 2004.
Instructor certifications:
CPR, ACLS.

Tim Ross, Instructor/LEO
Marion County Sheriffs Office
Tim Ross is the owner and director of Ross Tactical
Training Service, L.L.C., Ross
Tactical Training Service has trained national and international
S.W.A.T. teams for the Florida S.W.A.T. Association at Swat Round-up
International; which is held in Orlando, Florida each year. Tim has
been training officers in firearms and various law enforcement
topics for over 15 years, at the Central Florida Community College
Criminal Justice Institute; which is located in Ocala, Florida. Tim
also is an instructor for the Marion County Sheriff's Office, of
which he is employed. He started in law enforcement with the
Pennsylvania Game Commission in 1983. Tim became a certified police
officer in the State of Pennsylvania in 1988, by completing the
Municipal Police officer Act 120 training through Indiana University
of Pennsylvania. In 1989 Mr. Ross joined the Marion County Sheriff's
Office as a patrol officer. After 2 weeks on the job he was assigned
to the narcotics unit to work undercover operations for
approximately 9 months. He was reassigned to the patrol division for
5 years in which time he also served on the agency Felony response
units for crimes in progress. Tim then spent 14 months beginning in
1993 assigned to the town of Reddick, Florida as the sole officer
for the town. He was chosen to join the Detective Bureau in 1995 and
also was selected to join the agency Special Weapons and Tactics
Team. Tim served on S.W.A.T FOR 12 years retiring form the team as
the sniper team coordinator. He was a sniper / entry team officer
for almost 10 years of the 12 years on the team. In 2000 He started
a 5 year term as a School Resource Officer in one of Marion County's
High Schools. In 2005 Tim again join the ranks of
detectives where he presently is assigned. Tim's training includes
several S.W.A.T. and firearms schools of instruction from state
federal and military instructors. He has several schools in counter
terrorism for swat and school resource officers. Tim's has attended
schools from the Florida Swat Association and The Homeland Security
Agency. Tim is a certified Weapons of Mass Destruction trainer for
Homeland Security. While Tim was on the S.W.A.T. Team as a sniper,
the M.C.S.O. S.W.A.T. Team was part of the Region III Counter
Terrorism Task Force; which is made from select local, state and
federal agencies. Tim has attended and been certified as an agency
armorer as well as an agency range master and one of the lead
instructors. Tim's formal education includes being law enforcement
certified in two separate states, Florida and Pennsylvania. He has
earned an Associate of Science Degree in Petroleum Technology from
the University of Pittsburgh, an Associate of Arts Degree in
Criminal Justice from Central Florida Community College, and a B.A.
and a M.S. from The University of Central Florida.
